My impression is that it's actually the exact opposite. Especially in the solo runs using an unevolved pokemon where overleveling is a direct solution to otherwise being stat checked by teams of fully evolved mons.

Skill issue. I just watched a Gen 1 Ultra Minimum Battles run (Only the Gym Leaders/E4/Champion) with Butterfree and he got past it fine. Was only Level 51 by the end and that's after saving all the rare candies for the Champion
