Superheroes already got outlawed, Mr Incredible was living a miserable life as an office worker, his family life was a mess while Syndrome became a millionaire. He never needed to make some giant robot to attack the city so he can protect it himself to be the hero because nobody cared about heroes by that time. He could sold his tech even without doing all this drama and use his influence as a millionaire to make Mr Incredible more miserable. But he choose to something dumb for revenge and it somehow only improve Mr Incredible life.At least Team Rocket Trio always meant to be dumb unlike other evil team and Hunter J.
