SV had to be patched to actually give Umbreon and Glaceon access to TM moves that Eevee was already compatible with. You can see this with older boxart legendaries too. Gamefreak doesn’t even program level up moves for some of them anymore, that they could have literally copy pasted, so now Palkia and Lunala for example don’t even have their full level up movelists compared to Dialga and Solgaleo anymore.
