is liking first or second stage pokemon considered pedo?
A Pokémon's Evolution stage and Level have nothing to do with their age. A Pokémon could be really old only but have never Evolved and remained at Level 1. Or a Pokémon could be fully Evolved and Level 100 yet only be a one hour old. This even applies for Baby Pokémon, but the unique thing with them is that they actually stay babies unless they Evolve.

It might be a different kind of sapience, but some of them are so sapient they can pass for human (i.e. Zorark in the Gen 5 legendary beast event) so a good percentage if not all pokemon are capable of consent.
