method 1: an artist submits hundreds of doodles only for a couple to be accepted

method 2: an artist is given a general concept either by the company myth / cultural lore researcher or the dev team.

method 3: an artist is tasked with making the evolution, pre-evolution, or alternate form for another pokemon

After the sketch is accepted the design is redesigned multiple time until it fits with the pokemon art style.
