Difficulty options and move splits in gen 3 is debatable on if it is vanilla+. New rematches are okay so long as they can only be done after all the vanilla content is complete. I suppose I could allow a new area in post-post-game as well, but really don't think of it as vanilla+. I'm still waiting for someone to do a Kanto/Johto/Hoenn merged region game that doesn't add any additional content. The closest I've seen is running FireRed/CrystalDust/Emerald through kittypbboxx map randomizer and turning the map randomization off. The only thing about it is that you can't travel between regions without the emulator menu, (even between Kanto and Johto) and you're either going to have Champion Wallace and Post E4 Steven in Emerald or Champion Steven and Bonus Boss Red. I'd kind of like to vs. Steven, then Wallace. I get moving Red to Meteor Falls because Mount Silver isn't in CrystalDust (or at least the version of it that is with the emulator)

Ideally, you take both versions of a game, merge their encounter tables at 50/50 and call it good.
