I'm just giving you the reasoning. CC was designed to be compatible with the gen 1 & 2 games, changing how the Dragon Fang works would break battle compatibility with gen 2.

Reminder that the Gen2's code is hot garbage even after Iwata worked his magic, the best example of it is how the Moon Balls don't function as intended because due to a last-minute itemID table reindexing, they're written to work only on PKMN that evolve by the Ice Heal item instead of a Moon Stone.
