Arguably it's because they were more on-model than the previous games (sprites as late as DP can be rough), arguably it was because cutting up the sprites and hard coding a brand new animation was a pain (which is why Gen 5 re-used a lot of Gen 4 sprites, although there's the Blue/Spaceworld argument for some of them as to which came first and which game they were designed for), but it did happen a bit between BW and B2W2.
