Pokémon Trainer is counted a single Fighter, but the Pokémon he/she uses are the Fighters that are played as by the player with each of those Pokémon also being a considered a separate Fighter. In the story mode, the three Pokémon fight as standalone Fighters without Pokémon Trainer when they are opponents, except when unlocking Pokémon Trainer. Ultimate also removed the thing Pokémon Trainer had in Brawl of the Pokémon getting tired overtime, so in Ultimate you're free to only use one the whole time if you want. There's other special cases in the game with what counts as a Fighter.
