Gen 1 really is that densely packed, data-wise, so it's completely conceivable that removing debug tools would free up enough space for something to be added, but not integrated. Plus, it sounds like something OG nerds would do.

The graphics data is stored in a completely different way/place than every other Pokemon, we have Capsule Monster era graphics for the Pokemon that was originally in its place and every single other Pokemon that was removed left a hole instead (down to the fossil sprites taking up their own spots at the end of the index), the original Red/Green sprite is Morimoto levels of programmer art (which isn't unusual for Gen 1 Pokemon, even ones Morimoto didn't do, so this is less hard evidence), and how would they possibly know the game would sell like dogshit until a glitch they had no idea about would cause rumors to spread and sales to increase dramatically (even before they officially announced a distribution of any sort).

We know Mew was the first trademark for Pokemon, filed all the way back in 1990. The decision to cut Mew was intentionally done to fuel player speculation and theorizing. That's why you learn about Mew in the mansion. It was the same mentality GF used when writing their magazine, throw in some fake clues or hint at solutions and prizes that don't actually exist. It was poetic that their fake Mew tease, and its real inclusion, would wind up propelling the games to hit status in Japan. It's really cool how all those starting points directly lead to and resulted in Pokemon being more than another cult GB j-rpg.

It could still be possible that the rest of the space wasn't suitable for storing pokémon because of physical limitations, being too far away from the rest of the pokédex and causing trouble if you tried to read pokémon data from there. And that the debugging tool happened to occupy that last 300 bytes worth of pokémon space
I feel he's referring to some soft limit of sorts and not literal cartridge space
But I'm making shit up not sure where the scrapped pokémon data is sitting in the cartridge

Mew is stored differently from the other Pokémon. I worked with the disassembly which is how I know. It was definitely added in as opposed to plan.
