Gen 8 plays exactly like the previous two games and Gen 9's changes are completely irrelevant. Hell, the base games of SS and SV have more Pokemon than base SM, roughly equal Pokemon to USUM, and only 50 less Pokemon than XY. Unless you're considering only exactly the Legends games which are borderline spin-offs like Let's Go nothing you said is remotely connected to reality.

I just want the ability to use any and all of the Pokemon I want in a single player playthrough. When I play Pokemon games the first time I always use a 100% new party, but on subsequent playthroughs I like to use my old favorites. The dexcut prevents that.

You can spread out species over certain maps/areas and it makes sense to "have them all" on a single game (version exclusives nonwithstanding). They are one of the highest grossing IP on Earth, they could take a couple years off to keep them all available in the newest gen but it will never happen again between 2 or 4 versions. If they don't do it in a special ocassion like their 30th anniversary then it won't happen anymore
