The Game Boy was already about to explode from running the game as is. Don't think they had CPU cycles left for dynamically loading more than the few object events.

gates were more a workaround for limitations of hardware and not a deliberate choice, I imagine. they wanted to make a seamless open world, and Hoenn was right in that sweet spot of having good enough hardware and simple enough graphics to pull it off. I'm sure they would have done it for other generations if they could have. but the original gameboy probably wasn't strong enough, and the DS games had more complex 3D graphics.
