It's not really a card, it's a diploma designed to look like a card that was given out to winners of a children's drawing contest in Japan in 1998. The vast majority of them were probably thrown away over 20 years ago, it's kind of a miracle this one's still out there.

Of course, it wouldn't be worth all that much if it was just a regular diploma, but Pokemon card autists as such a special breed that the Pokemon card design increased its value by many many millions.

There are older cards with fewer copies that should be more expensive.
This card s value is the result of people believing its the oldest card with fewest copies, entirely on false pretence from misleading uniformed articles and creators perpetuating an incorrect narrative.
Child & Parent Kangaskhan or any of the snap promos are significantly more rare, or any trophy card for that matter.
This card was established as the "holy grail" before people know what the real grails were or even existed.
