Leaf Green because Starmie is god tier for in game. Catch until you get a +Sp.Atk nature then slap Surf, Psychic, Thunder Bolt, and Ice Beam on it.

Illuminate’s only use is boosting the wild Pokémon encounter rate (if the Pokémon with the ability is in the lead party slot), how does that provide any benefit? It’s completely useless in battle, nor does it do anything genuinely useful like boosting shiny odds.

Leaf Green because you get Ninetales, Slowbro, and/or Starmie.I couldn’t tell you the difference between Vileplume or Victreebel. One has a mega now if you get attached and want to transfer, and as a kid I thought Petal Dance was cool because it’s just grass type Thrash so I used Vileplume a bit more.
