Phoebe and Glacia are sex but the main problem with Hoenn's E4 is that this is when the anime started to utterly shit itself with Ash's incompetence which never led to the League characters being represented well in the anime, so they never got the opportunity to really establish themselves to fans and become niche, forgettable boss fights exclusive to the games and Hoenn's dex is fucking ass so they end up with REALLY dogshit teams of repetitive mons to pad them out to 5/6. Like the only Elite Four member in Hoenn that doesn't have two mons from the same line is Sidney, and it's the worst in Glacia's case because she's foreign but is rocking Sealio, Glalie, Sealio, Glalie, Walrein. ACTUALLY fucking embarrassingORAS should've fixed this but the only ended up giving important shit to do for Wally, Steven, Team Magma/Aqua and Zinnia. You get some backstory blurbs for Phoebe and Glacia but that's not enough to build an attachment to these characters. ORAS doesn't even have Gym Leader rematches which did wonders for Kanto and Johto's Gym leader's developments in HGSS. BDSP has them but locks them behind the Gay TowerHoenn is generally just a fucking undercooked region, character-wise. Always was. ORAS gave them great redesigns which since they went to waste dumpstered them in the anals of the franchise for the rest of time. The only worse situation is Sinnoh, where Masuda did DP so dirty now people outright just don't like Sinnoh characters outside of Dawn and Cynthia. He's actually fucking toxic to the brand

Honestly such a shame that this E4 was dogshit AND there was no rematch. FRLG’s E4 and postgame was the better game in Gen 3. Hoenn was so perfect up until the very end.
