Substitute and Rock Slide for Onix

Softboiled Togekiss will finally be readily accessible again

Are you meaning to imply that you want to use it in other games?
Silly Anon, have you forgotten that movesets get pruned when transferring between them specifically to address niche learning opportunities or extremely limited event-only moves like Wish Chansey?

They really could just address this by giving Wish to Chansey's level up pool. They already did it with countless other event mons. Magmar finally got Follow Me, and SWSH before that added former event moves to TM/TR/level up pools.

Is it worth giving Dream Eater to one of the few Pokemon with better accuracy sleep moves?

Sadly no. I tried to run it as a kid a lot because I just thought it was cool, it just doesn't work well enough though.
