Your first encounter with Magikarp is meant to be a trap. You get one long before you've encountered any non-Squirtle Water types and it can't do anything for 15 levels. You won't be getting Gyarados before Misty unless you grind it, and it takes a while to do so. Your reward for your hard work is a great Water type but by the time you get Gyarados, you might have access to other Water types anyway

Togetic just feels like the result of not having plans for what Togepi was supposed to offer. It's Masuda's fault for introducing mechanics but not fleshing out the mechanics, where as Gen I mechanics tended to reward you for hard work. This would carry onto all his later games which is why mechanics get dropped all the time because they couldn't flesh them out to be satisfying rewards

Unlikely. In gen 1, the first water type you can obtain, other than Magikarp and Squirtle, is Vaporeon, but that's until you reach Celadon City. At this point of the game, your party should be well above level 20.

yes. by level 20, most other pokemon have a bit better movepools, but gyarados makes up the difference with it's enourmous stats. it's a great dynamic (if you know what the power of moves are, so not gen 1) and part of the reason why onix could be a high 400s bst pokemon while still being balanced for the 1st gym. plus you either have a water gun or water pulse tm by that point anyway.

Physical bite + water resist goes hard against misty and if you teachem water gun you can snag ez levels on the bridge and the road to bill's before you even fight her.
Gyarados is cheating is what im getting at. Actually just Blastoise but better and level 20.

What kind of gotcha is this, you get Magikarp before Mt. Moon. Shit you can find wild Magikarp long before you even get to Celadon because you get the Old Rod in Vermilion

That was exactly my point. Magikarp and Squirtle are the only water types available in gen 1 before Celadon.
