Quaquaval is the worst, though the middle form is almost as bad too.
I can only hope that the fact it completely and utterly flopped beyond what any starter has ever flopped before will communicate to them to not attempt something like that again, the demographic that would be happy with that design is far far smaller than they think, and the demographic that would hate that design is nearly half their audience. But at the same time there's been memes about how much everyone wants the starters to "not stand up" for a while and they do it anyway so maybe they've got the same brainrot Nintendo has where they stubbornly do things they know fans won't like because they think they know better.
It doesn't get worse than Quaquaval, is what I want to say, but before him the worst pokemon was Intelleon (not just worst starter, worst overall), and they managed to shock me by outdoing even that.

Unova is extremely hit or miss, it has a few really good designs but a bunch of godawful ones too. The difference is that most Unova designs are bad in the like "This is a bad ugly version of a pokemon" kinda way. While the most hated nowadays genuinely look like they should be paying rent to stay at your house, and would be annoying roommates on top of that.
