The Ashnime wasn't changing up Pikachu's design anytime soon when Pikachu was redesigned specifically to make it easier to draw and animate, so the games had to stick with anime Pikachu starting with gen 3 in order to maintain consistency across animated media.Merch isn't held to the same need for consistency, so that's why Pokemon Centers and merch lines kept using the Pikachu they wanted to use since the mid-2000's.
