In FRLG, Wobbuffet was added as an encounter in Cerulean Cave, making it the only Pokemon not from the first generation who can be caught repeatably in mainland Kanto. Why did they do this, especially considering the fact that Wobbuffet can also be found in the Sevii Islands? The only reasoning I could come up with is that it was to make Cerulean Cave more difficult because if you run into one without being prepared, you're locked into a battle
