Depends on the gen the battle takes place and if gimmicks (Mega Evolution) are allowed. If we're assuming this is Gen 9, Gen 4 wins pretty handily. If we're using the last gen they were all available, Gen 7, it's close. If it took place in Platinum, the Gen 4 team is absolutely winning because of Garchomp being unbeatable in sand.

The Gen 2 team wins in Gens 5 and 6, though. Feraligatr got Sheer Force and Espeon got Magic Bounce in Gen 5 while Weavile and Gallade are still dead weight while Gen 6 gives Crobat a way to remove Empoleon's and Roserade's hazards and gives Ampharos something to do (Mega Evolve, hit hard).
