Personally I’d wager that since Jirachi is only obtainable in Gen 3 through Coliseum’s bonus disc that if they want the games to completable they need to give a separate release from the NSO. Though if I recall right they also had an alternate way of getting Jirachi through an early online event, but why pass up the chance to sell you another game?

They already showed it off for the gamecube games so I assume xd was either easier to emulate and/or they need some time to made small modifications like they did with fr/lg. Like once you beat the game they add a way to get jirachi/celebi without the bonus discs.

One issue could be that since there's no way to catch an unlimited amount of Pokemon or breed the Pokemon you have, it's possible to cuck yourself out of the level brackets for the battle mode. This wasn't a problem in the original since you could just trade from your GBA games, but it'd be a problem on NSO if it can't connect to anything.

I don't buy the whole waiting to make Jirachi event transferrable but I'd love to be wrong. I mean Jirachi wasn't even in Colosseum, only on the bonus disc which most people did not own.

I think it's marketing, XD is just cooler with a dark lugia, it also has the better single player experience. So they can release the "bad" one later.

NSO is fucking weird. Mario Sunshine still isn't on it despite the app itself using the coin sound effect from that game when you turn it on. My guess is the marketing department thought Shadow Lugia would leave a much bigger impression for the Presents and generate more hype.

Maybe they would Colosseum as its own game to cover all the bases XD would be redundant for. Like if you could connect Colosseum to Home, then the gen III National Dex suddenly becomes a lot easier. Would also give a legitimate way to get the Orre exclusive ribbons again.
