Everyone loved those "Kanto" pokemon and didn't want to see them replaced. That's why (apart from the starters and legendaries) the new mons are supplementary. You still get pidgey and rattata, but now also hoothoot and sentret. It was expanding the pokemon world rather than soft-rebooting it like every generation after.

Trying not to be too much of a Johto apologist, but all of those categories of Pokémon make sense (excluding future cross gen evos) if you consider they were probably trying to make the new entries either rare, or introduce some new mechanic.
