It really doesn't need to be one anymore. Pokemon always followed modern trends in computing and back then nobody had mobile phones. Nowadays smartphones are digital assistants, covering the PDA niche in addition to the mobile phone niche. So it doesn't make sense to carry two devices when one that does both jobs just as well works even better.
I agree, each region and gen having a new one was always fun and part of its identity. There's no need to make everything a smartphone, you can pretend some devices are too advanced and sci-fi to be replaced by one.
