It really doesn't need to be one anymore. Pokemon always followed modern trends in computing and back then nobody had mobile phones. Nowadays smartphones are digital assistants, covering the PDA niche in addition to the mobile phone niche. So it doesn't make sense to carry two devices when one that does both jobs just as well works even better.

No, we had a dedicated GBC-style one. The Pokegear was the main comms device, adding in a radio and a mobile phone.

Gen 3 had the Pokenav. FRLG didn't really get anything because RBY didn't have a comms device. Unless you count the TeachyTV.
Gen 4 had Poketch smartwatches.
Gen 5 had the C-Gear smartwatch, which could contact people through the Xtransciever calling function.
Gen 6 had the Holocaster. The Pokedex here was like a slate tablet.
Gen 7 had Rotomdex, who finally incorporated comms features into the Pokedex itself.
And gens 8 and 9 finally compacted the Rotomdex into a modern smartphone design.

A Rotom Dex, Rotom Phone, or Rotom Drone is a trained Rotom.
If a wild rotom took over the phone you would end up with situation not unlike when Rotom Wash (Trained for washing machines) took over the Dex it started going nuts and breaking it's protocols.

The lore implications of rotom-powered commercial electronics are confusing. Where is Big Pokétech getting all these Rotoms? Rotom is fully sentient and can talk so why do they willingly go along with being turned into commercial products? If a Rotom decides it no longer wants to possess someone's phone, does the phone just become a normal iPhone/Android or does it stop working entirely? If a Pokémon trainer uses a Rotom phone to commit a heinous crime, is the Rotom considered an accomplice? Can the Rotom be personally subpoenaed in such a scenario? So many questions and so few answers.
