Sure there are those that exceed the limit like with Pokémon Go, but the mainline games imply that the scales have their limit (otherwise, Cosmoem could've be as small as a bacteria while be as heavy as a neutron star).

I know Haunter was always like 5' tall in the games, but it looks weird when put next to a human. I think it's because the anime shrunk him down a lot. I prefer the smaller size personally.
