If Meganium and Venusaur can rear up on their hind legs to do shit, but ultimately locomote on all fours, and are quadrupedal, then Skeledirge is right there with them.
Samurott is potentially a case of faculative, but we just haven't seen Samurott move that way, it always moves as a quadruped
