I'd say:>Grookey>Fennekin>Oshawottand have them be regional forms that are Grass/Ghost, Fire/Dark, and Water/Steel in order to represent types rarest in Kanto (at least based on my gut these are the rarest from all kanto lines including cross-gens but not regionals)

Story wise they can say there were no starters in the era game takes place at least not in the concept that it came to be known afterwards. It could focus on a kanto free of pollution and uban decay of modern kanto.Many gen 1 poison mons will have alternate forms since no pollution. Cubone with no skull as alt form, also male kangaskahn, there are more dinosaur mons like the nido family, rhydon and aerodactyl. The conflict is 3 warring clans like a hattfields and mccoys type deal. Instead of picking starter you pick one of the 3 clans that is associated with the pokemon above. Story is slightly different based on clan choice like 3 houses. Would end with the formation of the pokemon league to stop infighting. Disgruntled remnants of clans collude to form a sort of proto team rocket.

Charmander would become a Water/Fire Charizard that looks more like a giant Japanese Salamander with a little bubble around it flame to keep it from going out and a single horn on its head like beta Charizard. I imagine it being quadrupedal and fairly slow while having lots of bulk and special attack. Greninja would become a rice/berry farmer Grass/Water. It would use a piece of bamboo on a loop sticking out of its side to create a water Ninjatō and primarily focus on phisical attacks mixed with a deep move pool of dark, water, and grass physical attacks. Sprigatito would become a fire/grass gotoku. It would use blow on a branch like a flute to create fire from the tip. It would be a fast mixed attacker with a varied move pool.
