I think another factor is that gameplay-wise he's an asshole. He has a habit of showing up when you least expect it, lways one step ahead of you, and always has a gym leader tier team to slam you with and send you back to the center. Mix it with his light bants and bloated ego, with Gary's personality osmosis artificially amping up both those, and you have a perfect storm to make someone a total asshole when pure dialogue would imply just a snarky little kid.

Were the Switch game entry teams lame?
Team Plasma in Black/White was clever with their premise and it all being a psychological ruse for DENNIS to take over. I thought they were lame for the most game, until the end when you learn their true intentions. They were probably the team the closest to succeeding besides Team Rocket and Team Aqua/Magma. They were so dangerous the gym leaders even stepped in to help out.
I loved Team Skull and the Aether Foundation doing the switcheroo on us. Both of those were great imo.
The other teams outside those I thought were either forgettable (Team Galactic) or super lame (Team Flare).
