He has a habit of showing up when you least expect it, lways one step ahead of you, and always has a gym leader tier team to slam you with and send you back to the center. Mix it with his light bants and bloated ego, with Gary's personality osmosis artificially amping up both those, and you have a perfect storm to make someone a total asshole when pure dialogue would imply just a snarky little kid.
