But you don't even need Surf to do so, you get a fucking Marshtomp that facerolls her team. Then if you don't want to use that you still get boring slop like Geodude or Numel which get Magnetude and can handle her team anyway. All the fun Pokemon are just locked AFTER her

Needing to rely on rock and ground instead of water is intentional, Torkoal has much higher defense than special defense so it can tank super effective hits of those types much better. The only water types available before Flannery are Marshtomp, Lombre, Pelipper, Azumarill, Tentacool, and Gyarados.
Lombre basically doesn’t count since it’s Neutral to fire and gets no water moves, Gyarados tanks fire attacks super well but also gets no water moves, Marshtomp and Pelipper are stuck with water gun, while Tentacruel and Azumarill are stuck with base 50 special attack. The game quite cleverly limits the power of water before Flannery to force the player into needing a defensive strategy. Flannery herself is clearly designed to reward players who can manage a prolonged battle rather than those who rely on brute force to win.
