Their designs are perfect and complete so giving them evolutions would be needless, soulless bloat. Tropius does deserve some love but an ugly evo would forever taint it.
Look at what they did to Bisharp; Kingambit is among the ugliest fuckers in the whole series and that stain of a pokemon is permanent.
