Say what you will about Red, but anyone autistic enough to train in Kanto/Johto until your team is around level 80 and then just wait on the top of a cold ass mountain for challengers that may or may not show up must fundamentally be one of the strongest trainers. Sorry if your favorite protag hasn't ever had that treatment, and I think more should.
Also if you want to go by pure titles in games, Leon is supposedly one of the strongest in the world who by your metric since he went undefeated in a battle-crazy region would still count, but everyone sees him as an absolute jobber.

None of those are characters in the games. They are nothing more than avatars for (You)
(You) are the best, not them.
You dont even have to use those names, you can rename your PC to anything

In some other media (the animes, mangas/PokeSpe, Masters) - they do become actual characters .. but also in a lot of those medias they dont beat a champion and some dont even reach champion-tier (especially true for Mastersex, where generally champions >> protags)
"PC always beats the champion" is largely a games only thing
