Apologize. Pelipper is a regional bird, it always was. Hoenn has 2, like it has 2 pseudo-legendaries. We just didn't realize it at the time because we assumed being Normal/Flying was a strict rule, and cuz Ash used Swellow in the anime.But in hindsight now that we have Talonflame and Corviknight, there is literally no reason not to consider Pelipper a regional bird. It's RIGHT next to Swellow in the pokedex ffs, and you find Wingull ridiculously early. I think they clearly intended Pelipper to be an official regional bird to give the player an alternate choice. Just like how there's 2 evolutions of Wrumple and Plusle & Minun are 2 Pika-clones, Hoenn was meant to have 2 regional birds.
