Pokemon rom hacking exploded with gen 3 and the accessibility of its tools, so most of what you got was entry level advancemap stuff from 12 year olds. Other gens are harder to get into so you almost never saw stuff for them. So it's kind of like rom hacking has always been a low effort thing and didnt attract enough talent in the first place. Even the best games produced in the scene feel a bit juvenile and not well put together for the most part. It's easy for rebalance hacks to collect clout because theyre mostly just changing some numbers around lol, the same people wouldn't ever bother making a whole new region and all the work that requires to make it actually good
