This shows they consider some things that Abilities do to be so integral to specific Pokémon that they feel it must always be included on those specific Pokémon, so even including the effect somehow even if Abilities as a game mechanic aren't added. Even if in Regigigas's case it is an effect that hinders it. There's some other examples like this. Such as how Shedinja bypasses how HP is calculated to always have 1 max HP and how some Pokémon like Dugtrio have many exceptions to make them always Grounded. They should make stuff like this just be naturally innate to the Pokémon. Like one example I can think of is how any Pokémon that naturally is above the ground should naturally be treated as naturally Ungrounded without needing to be Flying Type or to have the Levitate Ability. It still fits the concept just fine, and it wouldn't be broken since 5 turns is still plenty of time for the enemy to KO, cripple, or force gigas out.The only other reason for this ability I can think of is they were worried about such a nightmare-to-obtain Pokemon being good in comp. But if that's the case, then they should've just banned it from comp outright like they did with Arceus and Deoxys. Sure, it's technically not a Mythical, but "Mythical" was always an arbitrary category created for this purpose anyways. There's no good reason why they couldn't have added regidaddy to the list if it presented the same concern, especially since VGC was still in its fledgling years and so the standards and precedents would have been much more malleable.

Yeah he does not really need it, should've had Clear Body from the get-go, or at least a new form like his Unchained form where it's revealed those black markings seal his power so now he looks naked.Perhaps this form requires him to perform a gattai with the 5 Regis, which is painted as a very heavy cost, and to seperate this form you need to have a party with only him?
