I see no reason why Nintendo can’t make a region based of a real world location that was already partly covered by a previous gen/gens. Just don’t have the map in the overlapping areas be exactly the same and insert parallels to different real world landmarks. They can just leave it ambiguous as to where it is in relation to other regions since that’s not actually an important detail in the grand scheme of things. Or just say it’s far away. It’s not like they haven’t done that before.

They don't need to turn it into a full region, just expand the Cianwood area for Project Seed. Same for Kitakami and Sinjoh Ruins.
