The fact that they showed Meganium's Solar Beam one-shotting Politoed in the trailer would suggest it isn't being weakened by the rain. I'm pretty sure the ability makes it so all Meganium's moves act as if they're in the sun, no matter the weather. That would include Weather Ball being a boosted fire-type move, even in rain.
