Point is, at level 50, 30IV and 31IV are the same on an uninvested stat, it just makes the investment SLIGHTLY cheaper for the first stat point you invest. So the per stat caps have been changed to enable you to hit the old maximums without the free half-point from a 31IV, and the total points to spend are such that you get the max total points (from investing in 5 or 6 stats), which leaves one free additional point in cases where you max two stats. But that way all stat points are nice and clean, point-for-point investment with no fuckery.
