Firstly that isn't even true. There is no Dragon type Flail, Endeavor, physical Body Slam, Facade, or ~~Slash~~ and Double-Edge is definitely superior to Outrage.
Secondly, that would just mean using the Normal moves is better. You get functionally the same Dragon move but now a x1.2 boost

You also have options like Body Slam that hits about as hard Sheer Force Liquidation but keeps the secondary effect, and Facade that punishes your opponent for statusing you and makes being burned not so bad
