Definitely feels like it's just an argument between III and IV and what you value more, the only thing that even pulls me towards the other generations in Conquest for V. All the Pokemon Mini games except for Breeder Mini are Gen 2 (Breeder Mini is the first Gen 3 spinoff).

There's also Sega Pico games for Gen 2 and 3, and a couple PC games for Gen 1 and 3.

Obviously distinctions are being made here, or I would have counted the Pocket Pikachu and Pocket Pikachu Color. There are also mobile games like PokéMate which are exceedingly obscure in the west. What I think most people are counting are games released on Nintendo's home consoles and handhelds, not stuff like licensed anime edutainment games like for the Pico or some licensed American browser game made in 2000 for the Lugia movie. I don't even like counting Puzzle League because it was only ever released in North America and was based on the anime, it's weird. And not even in the Pokémon Yellow, Hey You, Pikachu, and Channel sort of anime-adjacent game, I mean using Ash as the main character.
