Oak in the anime had a lesson that stated "When in doubt, open the Pokédex". In fact Nigel, apart from medium-specific concessions, TPC hold themselves to what the Pokédex says (well, Game Freak hold them to account rather, but you understand), because Game Freak treat it as absolute canon. You don't have to like it, but there is in fact no "wriggle" room, where some of it's true and some of it's tall tales. It's treated the EXACT same as any book of taxonomy of living creatures in the real world, where they describe the animal as extant in the world including dimensions, weight, along with any traits, habits or patterns.

I'd point out as well some of the things people tout as fact from the pokedex it itself refers to as rumors or common myth. For instance all of Regigigas' entries are prefaced with "it is said..." or stating that it is according to legend, it doesn't present any of it as actual historical fact that Regigigas towed continents.
SM had a lot of dark Pokedex entries, but they also tried to write happy endings for old Pokemon like Lapras who is no longer endangered. Someday Paras will have a new form...
