It had a lot of good quantities, it just so happened that it was barely outclassed by other normals like Chansey and Snorlax. In gen 3 it got a neat niche in the form of Calm Mind but it was also generation when Normal-types stopped being so fucking strong.

Didn't think anything of Lumineon back in Gen IV but I gave it a try in Gen VII and it was easily my most useful member in that playthrough which gave me a lot of respect for it.
