Why are there so many bulky water types that also learn ice beam and blizzard

Masuda's Favorite Type. And because of how ingrained it is that 99% of water types can learn ice moves, coupled with the fact GameFreak has done nothing to undo this as some sort of "fuck you Masuda" gesture because it's far harder to do than something like dexcutting Psyduck, it's likely it won't be for an extremely long time (or ever) that this gets adjusted for balancing reasons.
