Plus Masuda's DP notes where he said the myths are literally just myths at the end of the day, and aren't canonically what happened.Even in the context of the myths, they couldn't even decide on what they wanted the "titans" to be. Canonically, neither are supposed to be definitively true, and a (fairly obscure) official Japanese Gamefreak site from around the XY or SM era or so mentioned that there are debates in the Pokémon universe over which precedes the other, in a creationist vs evolutionist sense. Mew's "lore" aka in-universe speculation only came about in the Gen 2 games, and was probably implemented around the same time Shudo was pushing Lugia as the hermaphroditic mother of all Pokémon, maybe as a way to tell him he's not the boss of the lore. He also wanted to explain that they removed real world animals from the "main" verse over time, with Indian Elephants named specifically.
