If we're being honest with ourselves, it doesn't make any sense that Pokemon from previous generations appear in new regions.
New games should only give you access to new Pokemon in post-game. I don't want to find Pidgey or Abra in WaW.

It's too much to ask to have 150 new designs each generation for nu game freak. They already struggle with making less than 100 look anywhere near presentable and that's with years of time to do it. Then there's the issue of having too little options in the regional dex leading to same team syndrome. It's not realistic and imo the next best thing is to have a very carefully curatated dex of 200-300 that makes sense in world building and balance. I don't think there's any kind of logical inconsistency with the same pokemon existing in other regions, but the alternate forms are a great way of expressing it though the identity of the original mon gets a bit lost when that happens. Also note that when the location did change from Japan for the first time to somewhere far away that is when the entire dex changed so that also worked well to explain it

Ecologically? I don't see why it wouldn't make sense.
In terms of game design? I think a blend is ideal. Gen V showed many fans feel alienated and GF has to design replacement Pokémon that don't add much. By blending in old Pokémon with new ones, you get to design the new ones with more attention and love without having to worry about Dex filler. But you don't want a situation where players aren't encouraged to use the region-exclusive and new mon either, so you have to make sure the new mon are not only usable but worth going out of your way to catch and train.

I don’t think that works too well. Both Kanto and Unova had to cut corners in some regards even with the 150 ish new pokemon regional dexes. Kanto had certain types with barely anything, and Unova had to limit its gym leaders to 3 pokemon and elite 4 to four to try and keep things unique. Not to mention how plasma couldn’t even afford to have admin fights until bw2.

I think for Gens I-IV it's fine and I think with Gen V they might've considered it somewhat justified since they were basing it off a part of the world so far away from where the previous regions were set.

If you wanted to keep things in line with that reasoning then Kalos should've been mostly new Pokemon with a few Gen V Pokemon to represent the colonies' ties with France, but largely been just Gen VI Pokemon. Alola would also be largely independent but have a scattering of Gen I, II and III Pokemon and maybe a few Gen V Pokemon but no Gen IV or VI Pokemon. Galar would have a lot of Gen VI Pokemon present and probably more Gen V Pokemon than Kalos or Alola did but still not the majority. And Paldea would have a decent amount of Gen VI and VIII Pokemon although less than the overlap between Gen VI and Galar given the increased distance and Aquitaine not being represented by Kalos.

Gen X's region under this logic would have to be another largely new dex with few old Pokemon, maybe a few Gen I-IV Pokemon but that's kinda it, I don't remember the specifics of Indonesian/Malaysian history so the presence of Gen VI, VIII or IX Pokemon may be minimal or non existent.

Why are you using Hoenn as your example image? Game Freak was very measured when dispersing older Pokémon into Hoenn ‐ most of what you see are ubiquitous creatures such as bats and aquatic lifeforms, and any older Pokémon that didn't make sense on the landscape were reserved for the Safari Zone. They literally had a place you could visit in-game to catch exotic Pokémon, because they were accounting for things like endemism when designing the region.

It's only in the later generations that the dispersal is heavy-handed. Hundreds of Pokémon, divorced from their original context, scattered around the open world to fill in the map. Just look at the trailer for Winds/Waves: why is Tympole in the new region? Slugma? Duskull? It's one of the most immersion-breaking elements of the Switch-era games, and it has a large role to play in why those games feel "soulless."

In terms of the environment, Pokemon can spread to different regions even easier than real animals because of people's technology. The Poke Transfer system is the in-universe explanation for the Pokedex expansion in Unova. Kalos or Alola are tourist destinations in universe with NPCs bringing Pokemon from everywhere else. The scientists and PC guys are also friends with each other and share Pokemon data.

It made some sense to make Unova feel like a foreign city since it was the first game outside of Japan. But I think this was a one time thing unless there is demand for it.
