It's only really hard in Nuzlockes, which is more than most literal who trainers can say. If you have anything resembling a good Pokemon it's not that much of a problem, if this were like Gen 2 where like half the pool of Pokemon had low stats then maybe it would hit Whitney levels of people saying it's kinda hard sometimes, but by Gen 6 the average quality of Pokemon and the sheer amount of them available dramatically decreases the impact.

Personally, I think that every trainer after the 7th gym should have 4-6 Pokémon, with most in Victory Road having 6
personally 6 is way too low and easy, last gym should have close to 10 or 12 pokemons
