One could argue that it was even worse than Ash's fight with Ricky in Kanto league because that at least played on Ash's biggest at that time flaw and a Dragon-shaped elephant in the room. Tobias just appeared out of nowhere with his two legendaries, trashed Ash ans then disappeared with no answers and no explainations.

On the other hand, his lack of recurrent appearances or even mentions afterwards ultimately made him into a "fuck you" plot device. A missed opportunity, but probably for the best. They wouldn't have been able to do justice with the character.
