Because Gen 2 was in development hell when it wasn't completed by Tajiri's personal self-imposed deadline, causing him to realize lightning wasn't going to get caught in the bottle twice, throw his arms up and quit the project entirely (and being in charge of GameFreak-made videogames as a whole outside of an executive role where all he has to do is nod his head when presented anything by his subordinates), leaving GameFreak a bunch of headless chickens until Masuda stepped in and tardwrangled them all.
