Japanese is Rekkuza, which is pronounced exactly how it's spelled, but if you watch any (literally any) clip of the english dub, Rayquaza is pronounced NUMEROUS TIMES by english speakers. If you wanted to start from Destiny Deoxys, which is Rayquaza's first appearance in the anime proper, it is pronounced Ray-Qway-Zah for the entire runtime of the 2004 film.

the original official pronunciation was indeed Ar-see-us, with a soft c.
It was later retconned to a hard c, because people thought it sounded like arse (british way of saying ass).
The retcon was bad, as the reason for the retcon was just retarded, hence why I prefer using the original pronunciation.
Not to mention the Anglos doubling down on the retcon with the RKS System, which is just called Alpha System in Japanese.

Raikou *should be* pronounced Rai-koh, but the localisers fucked up by not removing the u, which only exists as an indicator for an elongated o in Japanese, something that is useless in English.
They should have spelt it Raiko/Raikoh, if they wanted to make its pronunciation disambiguous.
Rai-koo is factually the incorrect pronunciation, but most people dont care about it and still use it.

Rayquayza is the correct pronunciation, but some people intentionally use the incorrect Rayquahza, because it sounds better (a few other pokemon share this trait, such as Ferrothorn).
No excuses here, though, as it is straight up just a preference to willingly use the wrong pronunciation.
