Same with Eeveelutions, Mewtwo and Lugia (by restricted standards), Luxray, Golisopod, Suicune, even Greninja now, and so on. It’s more likely they intentionally give their uglier and more controversial designs some viability, so they don’t end up total jokes like Mr. Mime or Hitmonchan were back in the day. Dracovish is hard carried by its competitive popularity, as its merch shows. They really pushed the ugly string cheese thing as Pokemon 1,000 but no one gave a shit even with its overtuned ability.
